The bus fell some 60 meters down the bank of the Neelum river while cornering near Keil Seri village north of the state capital Muzaffarabad late on Wednesday, local administrator Zahoor-ul Hassan Gillani said.
The extent of the injuries was not immediately known.
Roads and tracks in the mountainous areas have been in a dilapidated condition since a massive earthquake in October last year.
The 7.6 magnitude earthquake killed more than 73,000 people in Pakistan and 1,300 in India and flattened buildings and destroyed roads in the region.
