The matador, which was going from Kishtwar to Palmar, fell into the river at Banderkoot at 8.30 am, police said.
While 21 people were killed on the spot, nine died on way to hospital, they said adding three critically injured were airlifted to Government Medical College hospital (GMC) in Jammu.
The dead included 15 teachers.
Jammu and Kashmir Chief Minister Omar Abdullah has expressed shock over the accident.
Traffic police have ordered a probe into the accident.
