The Bill was passed by voice vote in both the Houses in the midst of Opposition uproar over government's reported move to bring an ordinance to exempt some posts from the purview of the office of profit.

The Delhi Special Police Establishment (Amendment) Bill, 2006 amends the 1991 Act to make Secretary in the Department of Personnel and Training as one of the members of the committee which appoints the Director.

When the provision of this committee was incorporated in 2003, the administrative department at that time was the Cabinet Secretariat.

But now the concerned administrative department is the Department of Personnel and Training, according to the Statement of Objects and Reasons of the bill.
