The only other time the pair had met was in 1999 when Russian Dementieva pummelled the Ukrainian 6-0 6-1.
It was a different story on Thursday, however, as the hard-hitting Perebiynis thumped winners past the 21-year-old from the start.
Refusing to be overpowered, Dementieva clung on and turned the tide in the second set with power play of her own.
Perebiynis, sensing her chance had gone, folded in the third set as Dementieva advanced at a canter.
A semi-finalist here in 2000, Dementieva next faces America's Amy Frazier. Frazier received a walkover in her second round match when France's Nathalie Dechy pulled out with a wrist injury.
