The 34-year-old man, who had been on the run for the past month, was caught by another off-duty officer on Tuesday after failing to snatch the woman's bag.
He had assaulted the woman as she and the officer were going home from work a few blocks away from a police station. They were both in civilian dress.
The convict's previous crime and the sentence he was serving for it at a prison near the capital were not immediately known.
