"No permission shall be granted to any political party, organisation, pressure group to conduct any rally or procession within a radius of two km from Vidhana Soudha", he said in a communication to police. Divisional DCPs(law and order) and traffic divisions would mark certain places in their divisions beyond which no procession or rally would be permitted at any cost, he said.

Those intending to take out processions or rallies within this radius should be informed in writing that permission would not be granted and advised to conduct them at Freedom Park or Banappa Park or Jakkarayanakere, as stated.

If the number of persons intending to observe dharna or indefinite fast was less than 200, permission could be granted to congregate near Mahatma Gandhi Statue in Cubbon Park on MG Road. The instructions should be implemented strictly. In case of violations, the authority competent to issue licence for conduction procession would be personally held responsible and dealt with, as such.

The decision not to permit holding of rallies was taken in view that they had in the past resulted in serious disruption of traffic and causing incovenience to the public.
