He severely criticised the official apathy towards providing the basic amenities to the people. He reviewed the progress of work on various government schemes. While he was reviewing the performance of the Power Corporation, he directed officials not to snap power supply to the city before 8 am. He also expressed displeasure at lackadaisical attitude of the officials towards launching a proper drive against power theft.

However, the Power Corporation officials said that 40 FIRs were lodged against those who were involved in power theft. Singh also reviewed the progress of work being done by the Municipal Corporation and the Jal Kal department.
He was satisfied with the work of the street light department of the Municipal Corporation. However, he was shocked to know that his instructions were not complied with by the Jal Kal Department.
He said that in June, a sum of Rs 108 lakh was allocated to the department to install around 200-India Marka Hand Pumps.
However, only 25 hand pumps were installed and a sum of Rs 8 lakh was spent. Harbhajan Singh directed the Municipal Corporation officials to design a project of Rs 515 crore to develop the sewage system and improve the drains.
He also reviewed the traffic problems in the city and directed the officials to make proper arrangement of the parking of vehicles.
