Raising the issue amid shouts of shame, shame from opposition benches immediately after the House assembled for the day, BJP members from Arunachal Pradesh said that the situation was very serious there.

Advani intervened to say that the Governor was forced to write a letter to the President under duress.

When the Opposition sought a response from the Government, Speaker Somnath Chatterjee observed that he had broken the convention to allow them to raise the issue as the General Budget was to be presented at 1100 hours.

"It is a very solemn occasion," he said and asked Finance Minister P Chiambaram to present the budget amid thumping of desks by the ruling party benches.
