The main Opposition party, the BJP is likely to make a major issue of the report, which was submitted to the government on November 17 and sees it as another instance of the Congress' politics of minority appeasement.

The government had set up a seven-member panel, led by Rajinder Sachar, to go into the social, economic and educational status of the Muslims in the country.

But its reported move to seek a headcount of the community in the defence forces had raised a furore in Parliament earlier.

The report comes in the backdrop of Prime Minister Manmohan Singh's call for a "fair share" for minorities.
