Although police has denied the presence of international terrorist groups in the valley, graffiti and flags in support of the organisations have surfaced in many parts of the valley on previous occasions also.

Pakistani and Lashkar-e-Toiba (LeT) flags have been hoisted earlier also, but the IS flags were seen in The Valley in a rally in October 2014.

The then chief minister Omar Abdullah had dismissed the flags as "acts of some idiots."

Despite BJP government in New Delhi claiming that such acts cannot be tolerated, the incidents have increased since the PDP-BJP coalition government came to power.
