Fina said it had lodged its appeal with the Court of Arbitration for Sport after the Brazilian water sports confederation decided to warn rather than suspend Cielo after his positive test at May's national championships. Three other Brazilians-- Nicholas Santos, Henrique Barbosa and Vinicius Waked -- escaped suspension after testing positive.
