Going the bureaucratic way, the Maharishi Dayanand University (MDU) has decided to use the electronic file tracking system to avoid the delay in movement of files between various departments.
The initiative taken by vice-chancellor Sudhir Rajpal, an IAS officer who is also the principal secretary of Haryana Cooperative Department, will fix responsibility and accountability among the officers dealing with files, besides bringing about transparency in the work culture.
Rajpal has already issued directives to all heads of departments to implement the system and that the varsity will soon start a special training programme at its computer centre department in this regard.
"The system will help know the exact location of the files, and it will help us take action against officers who delay passing the file without any reason," the vice-chancellor told HT on Monday.
When asked whether officers were ready to adapt to the new system, Rajpal said a training session will be held for the officer dealing with file.
"We have already started this system in the Haryana cooperative department successfully and I expect the same results and cooperation at MDU as well," the vice-chancellor added.
However, many in the university believe the system will also help Rajpal tighten the noose around senior functionaries, who have been demanding that a regular vice-chancellor be appointed instead of Rajpal, saying the IAS officer "was not giving enough time to the university affairs".

{{/usCountry}}Rajpal was appointed the v-c, despite keeping the other posts in the government, as his predecessor Harswarop Singh Chahal resigned in April, more than a year before his scheduled retirement.
Earlier this month, after the vice-chancellor's order, the university decided to record on video the proceedings of all selection committee meetings in affiliated colleges to bring transparency in the appointments.
"We are also going to create a Facebook page of the university to enable the students, university staff and others to get easy access to information," Rajpal said.
"On this page the students and management could also send us feedback, suggestions and complaints," he added.
