‘MCA cannot be forced to implement Lodha reforms’

MUMBAI: The Mumbai Cricket Association (MCA) has approached the Bombay High Court contending that the Board of Control for Cricket in India (BCCI) cannot force it to implement the recommendations of the Justice RM Lodha Committee report as it is governed by the Bombay Public Trusts Act.

MCA, headed by the 75-year-old NCP president Sharad Pawar, has voiced its concerns against the Lodha committee report. One of MCA’s key concerns is the application of the age limit of 70 for the office bearers for this means that Pawar will have to step down.
Besides the age limit, MCA has also raised issues with the recommendations on the cooling off period between terms in office, on one state one association.
MCA has claimed that it is a public charitable trust and is engaged in promoting and regulating cricket in Mumbai, and since it is governed by Bombay Public Trusts Act, the BCCI cannot claim any binding powers over it.
It has asked the court to set aside the three communications sent to it by the BCCI between July 20 and September 2 this year, asking it to implement the Lodha panel report.
The petition is likely to come up for hearing before a division bench on September 30.
In July this year, the Supreme Court had directed BCCI and its affiliated units to implement all the recommendations of the Lodha Committee within six months.
Pawar had at the time announced that MCA will implement the recommendations and that he will consequently relinquish his post.
