Russian-installed Kherson governor Vladimir Saldo claimed that many of those wounded in the New Year drone strike on Khorly were so afraid of continued UAV attacks that they pulled shrapnel from their own bodies rather than go to hospital. He described crowds of over one hundred people, many of them young adults, gathered at a hotel and café when multiple drones struck in succession, killing more than 20 and leaving others to shelter or treat themselves while reconnaissance drones loitered overhead.
