Why Biden wants to use half of frozen Afghan funds for 9/11 victims

• U.S President Joe Biden signed an executive order, splitting $7 billion Afghan funds. Afghanistan will get only $3.5 BN as part of the humanitarian aid while the remaining $3.5 BN will be given to 9/11 victim families in the U.S. The Taliban however, expressed anger over U.S' move and sought to unfreeze all funds. International funding has been stopped in Afghanistan since August last year when the Taliban took over from the democratically elected govt after the withdrawal of U.S troops after 2 decades.
