Under a 2005 deal, ISRO was meant to lease 2 communication satellites for 12 years for ₹167cr to Devas Multimedia. Back then, Devas was a startup; and aimed to provide multimedia services to mobile platforms using S-Band spectrum transponders on satellites. The S-Band spectrum is usually reserved for use by security forces & govt entities. After allegations of irregularities and quid pro quo, the UPA govt cancelled the deal in 2011. However, what stands out is that the deal was annulled amid the 2G scam, with UPA citing 'security reasons'.
