The state-run Xinhua News Agency says the fire started late on Monday in the city of Wuhan and was put out on early Tuesday.

An unnamed fire official told Xinhua that most people escaped the four-story building.

Fires are a hazard in China as families try to stay warm. Officials with the State Council, or China's Cabinet, on Tuesday expressed concern about icy conditions in the southern part of the country.

Another fire last week at a hardware store in the southern province of Guangdong killed eight people.
