Nobel Peace Prize winner Desmond Tutu says he doubts Zimbabwe's unity government can work and he still thinks President Robert Mugabe should step down. Zimbabwe's main opposition leader Morgan Tsvangirai will be prime minister and Mugabe president in a unity government expected to be inaugurated next week. Tsvangirai, under pressure from regional leaders and eager to address Zimbabwe's humanitarian crisis, agreed despite deep reservations about Mugabe's commitment. Tutu on Saturday said Mugabe would have to be closely monitored to ensure the deal does not turn out to be a "charade." Tutu has called on the international community to use the threat of force if necessary to get Mugabe to step down. He says he has not changed his mind.
