The law, signed by President Dmitry Medvedev, regulates energy saving and energy efficiency issues and imposes restrictions on the use of incandescent light bulbs.

It requires the marking of goods according to their energy efficiency and obligatory commercial recording of energy resources and introduces energy efficiency standards for new buildings and installations.

The law also calls for reducing budget expenditures incurred by the purchase of energy resources and the maintenance of common property in multi-storied residential buildings.

It requires the most energy intensive organisations to conduct energy studies, approve energy saving and energy efficiency programmes, introduction of energy-dependent contracts, a transition to long-term tariff regulation, and the creation of a single (inter-agency) information and analytical energy efficiency system.

In October, President Dmitry Medvedev suggested working out a schedule of phasing out the use of incandescent light bulbs of certain voltages.

He also called for starting a public awareness campaign for the "New Light" project.
