Nepali Congress, which got 105 seats under the first-past-the-post system, emerged winners by claiming 91 more seats under proportional representation system, taking its total to 196 in the 601-member constituent assembly.

The Communist Party of Nepal (Unified Marxist Leninist) came second with 175 seats (91 under FPTP and 84 under PR) and the Unified Communist Party of Nepal (Maoist) third with a total of 80 seats.
The right-wing Rastriya Prajatantra Party-Nepal, which wants restoration of constitutional monarchy and Nepal named a Hindu state, came fourth with 24 seats.
A total of 30 parties of the 122 which participated in the PR system, in which they are allotted seats based on the percentage of votes secured by parties, will get represented in the new constituent assembly.
But the election process is still mired in controversy with the UCPN (M) and 15 other parties alleging “rigging and conspiracy” and demanding an independent probe to review irregularities for the November elections.

The commission has asked all parties to submit lists of candidates as per allotted seats under the PR system within December 10, but Maoists and 15 other parties have refused to comply.
“We won’t take part in any meeting called by the election commission till an independent commission is set up to probe irregularities that took place during election,” said Sadbhawana Party leader Lakshmanlal Karna.
