Prime Minister Manmohan Singh is issuing a stern warning to Pakistan on the eve of the first anniversary of the Mumbai terrorist attacks.

He said Wednesday that Pakistan must punish the masterminds of the attacks. Singh says the planners of the attacks are still free in Pakistan.

Singh told reporters a day after an elaborate state visit with President Barack Obama that extremists seeking to ruin India's multiethnic democracy will fail.
He says the Mumbai attack was a "calculated attempt by forces outside our country" to destabilize India and undermine its progress.
Pakistan charged seven men Wednesday in the attacks that killed 166 people.
Singh says he had not heard of the charges but urges Pakistan to do more.
