Saif al-Suwaidi said today that authorities "are investigating all possibilities," including the claim from al-Qaida in the Arabian Peninsula.

He reiterated that there is no evidence of an onboard explosion and says "a terror act is an unlikely cause."

But he says investigators aren't ruling it out.

Yemen's al-Qaida offshoot claimed responsibility on Friday for last week's international mail bomb plot as well as the September crash of the UPS cargo plane.
