CBI files ‘final’ closure report, gives clean chit to KM Birla, Parakh

The CBI on Tuesday filed a revised and final closure report before a special court, in the case relating to alleged irregularities in allocation of two coal blocks in Odisha to Hindalco in 2005.

The CBI on Tuesday filed a revised and final closure report before a special court, in the case relating to alleged irregularities in allocation of two coal blocks in Odisha to Hindalco in 2005.

The agency said it found no criminality, and gave a clean chit to Aditya Birla Group chairman Kumar Mangalam Birla and former coal secretary PC Parakh.

Special judge Bharat Parashar has fixed November 10 to take up the new closure report.

Birla, Hindalco and Parakh were named in an FIR filed by CBI in October 2013.

The 25th inter-ministerial screening committee meeting chaired by Parakh had rejected the application of Hindalco for coal blocks. However, Parakh had “within months” reversed the decision and allocated the two coal blocks at Talabira-2 to Hindalco, “without any valid basis or change in circumstances”, the charges said.

Both Hindalco and Parakh had denied any wrongdoing.

The CBI had on August 28 filed a closure report and given a clean chit to Birla, Parakh and others. The court had asked the agency on September 12 what the hurry was to close the case.
