The raise of Rs.5,641 crore is a far cry from the 34 per cent hike to Rs.141,703 crore Mukherjee had effected for 2009-10, saying that a security “threshold had been crossed” with the 26/11 Mumbai terror attacks.

In real terms, however, the hike for fiscal 2009-10 ending March 31 worked out to a little over 23 per cent as the revised expenditure for 2008-09 had been placed at Rs.114,600 crore against the allocation of Rs.91,681 crore.
