GRAP 4 restrictions lifted: Can I enter Delhi with my out-of-state BS4 petrol vehicle?
GRAP Stage 4 has been lifted, allowing out-of-state BS4 petrol vehicles to enter Delhi again, provided they carry a valid PUC certificate.
Yes, you can now enter Delhi with an out-of-state BS4 petrol vehicle, as the GRAP Stage 4 restrictions have been lifted; however, a few conditions still apply.
With air quality showing improvement, the Centre for Air Quality Management (CAQM) has revoked GRAP Stage 4, which had been enforced across Delhi-NCR last week. At the moment, GRAP Stages 1, 2 and 3 continue to remain in force.

What the current GRAP stages allow
Under GRAP Stage 3, BS3 petrol and BS4 diesel vehicles are not allowed to operate in Delhi, irrespective of where they are registered. BS4 petrol vehicles are not part of the Stage 3 ban, which is why they are still permitted to run in the city under the current restrictions.
This is where some confusion usually sets in, especially for owners of vehicles registered outside Delhi.
Why out-of-state BS4 petrol cars were restricted earlier
Last year, Delhi environment minister Manjinder Singh Sirsa announced a stricter rule that comes into effect only during GRAP Stage 4. As per this direction, whenever Stage 4 is imposed, vehicles registered outside Delhi that do not meet BS6 emission norms are not allowed to enter the city.
During the recent Stage 4 period, this rule was enforced strictly. As a result, even BS4 petrol vehicles registered outside Delhi were stopped from entering the city, despite being otherwise legal and having a valid Pollution Under Control (PUC) certificate. Only BS4 petrol vehicles registered within Delhi were allowed to operate at that time.
What changes now that Stage 4 is lifted
With GRAP Stage 4 now revoked, that additional restriction is no longer applicable. This means you can bring your out-of-state BS4 petrol vehicle into Delhi without the risk of being fined solely for its registration status or emission norms.
However, compliance with basic requirements is still essential. You must carry a valid PUC certificate at all times. If you don’t have one, you can be fined during checks. More importantly, fuel stations in Delhi are instructed not to dispense fuel to vehicles that do not have a valid PUC certificate, regardless of their registration state.
To sum it up, as things stand, out-of-state BS4 petrol vehicles are allowed to enter and operate in Delhi under GRAP Stages 1 to 3, provided all documents are in order. The stricter entry ban applies only when GRAP Stage 4 is in force.
