The minor, a resident of Bihar, was allegedly strangulated to death by the accused for resisting sexual abuse, police said. The two were friends, they added.

Police said that the accused, identified as Pervinder (single name) was arrested on Wednesday from Singhu village. He was earlier acquitted in a 2017 rape case of a five-year-old boy in Haryana, police said.

According to the police, the deceased used to live in Bihar with his family, and had come to the city in January to meet his brother. The minor befriended Pervinder , who used to work as a bicycle mechanic, early in February at a liquor store in Alipur.“On February 9, Pervinder met the boy at the liquor store and offered him 500 to accompany him to his room in Singhu village for engaging in intercourse,” said Ravi Kumar Singh, deputy commissioner of police (outer-north).

However, on reaching the accommodation, the boy resisted Pervinder’s advancements, the DCP said. “When the boy resisted, an inebriated Pervinder strangulated him with a towel. To confirm if the boy was dead, he slit his neck and arm with a knife. He then sodomised the body,” the DCP added. Pervinder then allegedly covered the body with a blanket, switched off his phone and fled the scene.

Two days later, on February 11, the body was recovered after the owner of the house went to collect the rent from Pervinder, police said. On February 12, the minor’s brother, who is a factory worker, filed a missing complaint with the police.

Following the complaint, police conducted raids at multiple places across Delhi and Haryana before a tip-off led to Pervinder’s arrest on Wednesday from Singhu village, the DCP said. “He had returned to Delhi to borrow money from some people,” the officer said.

An FIR was registered under Section 302 (murder) of the Indian Penal Code and sections of the Protection of Children from Sexual Offences (Pocso) Act at Alipur police station, officers said.

According to officials, Pervinder had separated from his wife last year after the latter came to know about his sexual orientation.

“He hardly mingled with people, and worked as a bicycle mechanic. Years ago, he used to work perform at a circus, where he used to lure children by promising to show them stunts,” said Singh.

During his last few weeks on the run, Pervinder allegedly resumed working with a circus company for a few days, and then as a labourer at multiple places before running out of work.

The officer said that this was not the first time that the man was involved in a sexual abuse case. “In 2017, he raped a five-year-old boy in Haryana’s Kundli. A court convicted him in the case, and he was sentenced to 10 years in jail. Later, he filed a review application. In 2021, his sentence was suspended and he was freed,” said Singh.
