Chairing the second review of the scheme, Goyal directed all the departments concerned to ensure that project benefits reached the maximum number of farmers in a time-bound and transparent manner. He said efficient use of water, better utilisation of irrigation infrastructure and higher agricultural productivity should remain the core objectives of implementation.

The CS stressed the need for close coordination among convergence departments to avoid bottlenecks and ensure effective execution on the ground. Progress of works in the identified clusters was assessed and officials were asked to take immediate remedial measures wherever delays were noticed.

Implemented by the Union ministry of Jal Shakti, MCADWM is a sub-scheme of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). The scheme focuses on modernising irrigation in command areas through technologies such as underground pressurised piped irrigation systems, and SCADA and IoT-based water management, aimed at improving water-use efficiency, conserving water resources and enhancing farmers’ incomes.
