Bihar govt promotes 2 dead, 14 retired as IAS officers

Vijay Ranjan and Rameshwar Pandey, who died last year due to Covid-19, have been promoted to the rank of additional secretaries, with effect from January 2017.

Two dead officers and 14 retired officers are among the 25 IAS (Indian Administrative Service) officers who were promoted by the Bihar government as additional secretaries on Tuesday, officials said.

“The promotions to all the 25 officers in the ranks of additional secretaries were due since 2016 and 2017. However, the promotions were held up owing to certain formalities,” said an official of general administration department (GAD), which looks after promotions, transfer and posting of the officers.

Vijay Ranjan and Rameshwar Pandey, who died last year due to Covid-19, have been promoted to the rank of additional secretaries, with effect from January 2017. Those promoted in the same rank from the joint secretary levels but have retired are Rakesh Mohan, Dayanand Mishra, Raj Kumar Sinha, Shyam Kishore, Arun Kumar, Om Prakash Pal, Nivedita Rai, Jaishankar Prasad, Pankaj Patel, Manoj Kumar Jha, Krishnanand Singh, Bilmesh Kumar Jha, Rishidev Jha, Sanjay Kumar Singh and Prabhu Ram.

The GAD official said the retired officers would be given arrears of the increment in their salary, while pension of the deceased officers would be revised with the stipulated date.

As many as 14 officers, who have been promoted, would continue to work at the same places of their posting. These officers, who are originally from state cadre were promoted to IAS in 2016 and 2017 in two batches. The promotions were due from the date of appointment in IAS and they were posted as joint secretaries.

Principal secretary (GAD) B Rajendra could not be reached for his comment.
