CBI to be exclusive to IPS men

The country's premier investigating agency, the Central Bureau of Investigation (CBI) is all set to become exclusive domain of officers from the Indian Police Service (IPS). Rajesh Ahuja reports.

The country's premier investigating agency, the Central Bureau of Investigation (CBI) is all set to become exclusive domain of officers from the Indian Police Service (IPS).

Not only that, the agency also plans to surrender at least 10 posts at the level of superintendent of police (SP) and seeking similar number of posts at the level of deputy inspector general of police (DIG), which will be filled by the IPS officers in all likelihood.

Besides, to strengthen the already IPS-dominated structure of the CBI, the agency has decided to do away with the policy of recruiting officers at the level of deputy superintendent of police (DySP).

But non-IPS senior officers are not very happy with these changes.

These officers joined the agency at level of DySPs. At the moment, the agency has around two dozen such officers and most of them have reached at the level of SPs.

Some of them are about to promoted to the next rank of senior SPs.

“Last recruitment at the level of DySP took place some 10 years back. Then the practice was stopped. Now it seems that the direct DySP recruitment is being jettisoned. We have become a dying tribe in the agency. The original idea was to develop a dedicated CBI cadre by recruiting young officers at the level of DySPs. We were to form a nucleus of the agency. But now it seems that the plan has been abandoned altogether," said a non-IPS officer on the condition of anonymity.

Senior CBI officers said the deputation policy is best suited for the CBI as it keeps the agency clean.

“We can send back any officer if he or she comes under any suspicion. Now onwards we have decided to recruit officers at the level of sub-inspector only. From the level of SP onwards, we will take officers from IPS or other all India services,” said a senior officer.
