Even as the central agency has filed a closure report in the case against Nirvikar Singh in a special CBI court in New Delhi, the court has refused to accept it so far.

Before joining the R&AW as an under-secretary, Nirvikar Singh, originally an artillery corps officer, was Aide-de-Camp (ADC) of the then Punjab governor and Chandigarh administrator, General SF Rodrigues (retd), for almost four years. Nirvikar's R&AW stint had come to a premature end after the CBI registered its case against him.

"The court rejected the closure report as there were few issues on which investigators were asked by the special judge to have a re-look. We are looking into them," said a CBI official on the condition of anonymity.

In the meanwhile, Nirvikar took premature retirement from the Army on August 2, 2011. The army agreed to his request and relieved him from the service.

In Punjab Raj Bhawan, Nirvikar had a four-year stint as the ADC of General Rodrigues (retd) between 2005 and 2009. He had come under the CBI scanner with regard to clearance of some mega projects in Chandigarh also, but was never named as an accused in these cases which were also entrusted to the CBI. Nirvikar was named an accused only in the disproportionate assets case along with his mother and brother.
