The National Commission for Protection of Child Rights on Thursday came out with a statement that while it did not promote sexual promiscuity among children, civil society could no longer deny that “exploratory” sexual behaviour among children was “quite normal” and should not be criminalised.
The premiere child rights body has been in the centre of a controversy over the last few days after the ministry of women & child development dissociated itself from the NCPCR’s draft bill on protection of children from sexual offences.
With some stakeholders including child rights groups and sections of the media confusing the NCPCR’s bill with the once which the ministry is circulating for comments, WCD minister Krishna Tirath had dissociated herself from the NCPCR bill on Tuesday.
