The draft of the Bill models the new university on the lines of Delhi University. “It shall be engaged in teaching and research in emerging areas of higher education with focus on liberal arts, humanities and social sciences,” the draft said. It would comprise of colleges and institutions where education would be imparted.

The President of the country would be the Visitor of the new University while the Lt. Governor would be the Chancellor. It would also have a Vice Chancellor and other officials on the pattern of DU.

Prohibition of capitation fee: The government introduced two more Bills for prohibition of capitation fee in diploma level technical institutions and professional colleges/institutions. The Bill also aims to regulate admission, fixation of non-exploitative fees and other measures to ensure equity and excellence.

The draft of the two Bills say that it would make adequate provisions for the allocation and reservation of seats, constitution of Admission Regulatory Committee, Fee Regulatory Committee and other provisions.
