Coming down heavily on the Sheila Dikshit-led Congress government, Malhotra said the issuance of provisional certificates to 1,639 unauthorised colonies was as big as the 2G spectrum scam that rocked the country last year.

He alleged that the Congress government had misled lakhs of people living in unauthorised colonies by getting provisional certificates distributed by party president Sonia Gandhi just ahead of Assembly elections in 2008.

The mentioning of Gandhi's name, however, made Dikshit retort.

“You have all right to attack me. I have the right to reply. Please don’t take the names of people who are not members of this House. Please don’t take the name of the Congress president,” she said.

Malhotra was speaking against the motion of thanks on Lieutenant-Governor’s address to the House on Monday.

“You are in majority. I agree with you. You people have the number, but you don’t have the morality. The lokayukta has recommended action against your ministers and others. What moral right do you have to continue in power?” he asked.

Malhotra also pointed out that Dikshit was recently fined by the high court, while the lokayukta had recommended sacking of a minister in a case and advised the chief minister to practice caution while announcing schemes. He said the government was also indicted by many other agencies for corruption during the Commonwealth Games.

“The government had announced allotment of subsidised houses to people living in slums and JJ clusters in 2005, but not even a single house has been allotted so far. It has also failed to provide clean drinking water and a good sewer system in the Capital,” he said.

He added that the Delhi government had failed to control the prices of CNG in the city and accused it of giving a “bailout” package of R500 crore to discoms.
