Terming measures to tackle crimes against women as "disappointing", the Centre has directed states to be proactive in probing such cases and file charge sheets within three months of the crime.
In strongly worded advisories to state governments, the Union Home Ministry has also asked them to target pimps, brothel owners and clients instead of sex workers, who in most cases are the victims.
"Law enforcement agencies need to adopt a victim-centric approach in the investigations," said the Advisory to states on Preventing and Combating Human Trafficking.
Another advisory regarding Measures needed to curb Crime against Women asked the asked the state governments to take special steps to curb 'honour killings'.
"The Centre and the states are going to intensify steps against human trafficking and crimes against women," Minister of State for Home Affairs Ajay Maken said indicating that the two advisories were aimed at laying down norms for states to improve the handling of such cases.
"Despite several steps being taken by state governments, the picture is still very grim and disappointing. Complaints are still being received regarding non-registration of FIRs and unsympathetic attitude of police personnel towards rape victims and victims of violence," the advisory said.
