The court directed the attachment of properties of promoters of two construction firms — Purshottam Dev Arya, Anil Madan and A K Reddy whose anticipatory bail applications are pending before the Delhi high court.

They were declared proclaimed offender by the court on May 23.

“In my view, all legal requirements under section 82 CrPC (declaring proclaimed offenders) have been complied with. There is no provision in the Code of Criminal Procedure for allowing them not to appear before the court. Let proceedings under section 83 CrPC (for attachment of properties) begin,” Special Central Bureau of Investigation (CBI) Judge Talwant Singh said.
