The Delhi University’s executive council on Thursday passed amendments that would enable a vice chancellor to seek a second term in office and also change the teachers’ service conditions, permitting the vice chancellor to take direct action against a teacher.

The decision to allow the vice-chancellor to seek a second term will now go to the visitor of the university - who is the president of India - for ratification as it is a major change suggested in the university rules.
The change in the teachers’ service conditions, however, does not require special sanction.
Only if the issue is raised in front of the visitor and he sees a problem with it can it be overturned.
The first amendment was passed with four dissents, including one from the chancellor’s nominee, Javid Choudhary.
The other three were from the teacher representatives. The move was severely criticized by all teacher groups, including the elected body, Delhi University Teachers’ Association.
