A proposal to this effect will be placed by former councillor Krishan Murari Jatav at a meeting of the Dharamrajan Committee on Monday. The committee was set up by the Delhi government to form a new legislation for the three new municipal corporations.

"Having multi-storey buildings will free land, which can provide space for big roads, community halls and schools," said Murari Jatav, a former MCD councillor.

The flats will be built in a in a phased manner while the residents will be relocated till the demolition and construction work goes on. The proposal has already been discussed with the Delhi Development Authority.

The new proposal also envisages carving out a separate zone for Karol Bagh, Chandni Chowk and Paharganj so that developmental work in these areas can be expedited.

An important component of the proposal is the removal of tenants from the area who have been paying a minimal rent to the owners. Those tenants who have started living there after 1985 will be made to shift out. Older tenants will be able to buy the flats that will be constructed in the place of their accommodation.

The Dharamrajan Committee on Monday will also discuss issues such as increasing the tenure of the Mayor to 20 months from the existing 12 months and giving back the corporations, the work of taking care of sewer and water which currently comes under the jurisdiction of Delhi Jal Board.
