Home minister Sushil Kumar Shinde hasn't been able to take a call on Parliament attack convict Afzal Guru's mercy petition due to his preoccupation with the aftermath of the gangrape of a 23-year-old girl in the Capital.

Shinde - who had earlier said a decision would be taken after the winter session of Parliament - said he had received the file and was keen to send the recommendation to the President as soon as possible.

"When the country's President sends something to me for the second time, that means I have to go deep into the case and study it in detail and then send the recommendation," the home minister said.
