India is all set to sign a Mutual Legal Assistance Treaty (MLAT) with Myanmar that could help the latter deny refuge to Northeast insurgents. “The text of the agreement has been finalised and it could be signed as early as next month,” a top government official said.

India has been according top priority to the treaty with Myanmar that not only shares about 1,650 km border with it on the Northeastern frontier but is also perceived to be a safe place for militant groups operating in the Northeast.
After Bangladesh acted tough on militants, some insurgents including ULFA’s elusive commander-in-chief Paresh Baruah are said to have shifted to using Myanmar as a base. They are allegedly also involved in illegal arms, drugs trade and fake currency rackets.
The accord, however, would help in putting a check to the cross-border movement of the insurgents.
“The treaty has enabling provisions that will help both countries expediting criminal investigations, judicial proceedings, gathering evidences and assisting each other during investigations,” a top government official said. It would also pave the way for examining witnesses in each other’s countries, including in jails, he added.
Another aspect of the pact is according greater importance to the “cost compensation” clause that would allow Myanmar to seek expenses incurred on special investigations carried out by it on India’s request. “Cost compensation is part of normal mutual legal assistance treaty but we laid a special emphasis on having the provision so that we could get special investigations done by them in cases concerning crimes and insurgency-related activities in India,” the official explained.
