Sibal, who chairs the Indian Institutes of Technology (IIT) Council, did not turn up for the meeting on Thursday afternoon, informed sources said.

Several IITs are opposing the proposed common entrance test, which he mooted. It merges IIT Joint Entrance Exam (IIT-JEE) with the All India Engineering Entrance Examination (AIEEE) and includes a fixed weightage for school board exams.
