The Lokayukta has recommended that the Delhi government be asked to remove the photographs from forms already used. Justice Sarin also recommended that a policy be framed for publication of photographs of leaders on government documents.

The Lokayukta had earlier issued a notice to chief minister Sheila Dikshit and minister for SC/ST welfare Raj Kumar Chauhan to explain the printing of their (Dikshit and Chauhan) photographs on application forms for loans under the Dilli Swarojgar Yojna.

The Delhi government had launched the Dilli Swarojgar Yojna in 2012 wherein youths from SC, ST, OBC and minority communities - whose family income is less than Rs 2 lakh per annum - are given a loan up to Rs 5 lakh.

The Delhi State SC/SC/OBC/Minority and Handicapped Finance and Development Corporation (DSFDC) sanctions these loans.

The Lokayukta issued the notice on the complaint of Krishna Nagar MLA Dr Harshvardhan, who alleged that Dikshit and Chauhan were using the DSFDC to woo voters of particular segments ahead of Assembly elections in Delhi.
