But before he could firm up these plans, he was arrested by the National Investigation Agency (NIA) on October 6.

According to sources, Malik had drafted the email sent a few hours after the blast on September 7. “We own the responsibility of today’s blast at (the) high court (in) Delhi . Our demand is that (Parliament attack case convict) Afzal Guru’s death sentence should be repealed immediately, else would target major high courts and the Supreme Court of India,” claimed the email.

Wasim had provided the email draft to Kishtwar native Amir Abbas Dev, who in turn gave it to a juvenile from the same town. The juvenile emailed it to select media houses after the blast.

“Wasim had every intention of executing the warning he had given in the email. He had drafted the email very carefully. If not arrested, he would have acted on the threat very soon,” said a source privy to his interrogation details.

The NIA claims that Wasim prepared a plan to target the Delhi High Court and then got in touch with his younger brother Junaid, an alleged Hizbul Mujahideen militant in Kishtwar, for arranging the execution.

Junaid and his associates brought in two Pakistanis — Ghulam Sarwar alias Abu Bilal and Saifullah — to plant the bomb at the court.

“There are still some missing pieces. We will get the full picture only after the arrest of Junaid and his associates or Sarwar and Saifullah,” said a source. Investigators claimed that Wasim never believed that the email could be traced to him. He thought that the investigation would stop at Amir Abbas Dev, whose father claimed that he had been diagnosed with epilepsy when he was a child.

“There was a general impression in Kishtwar that Amir was not mentally sound. Though, it is a wrong impression but Wasim thought if investigators reached Amir, they might also think that the idea of sending the email came from him,” said a source. But investigators managed to get Wasim’s name from Amir after arresting him.
