A week after Municipal Corporation of Delhi passed the budget for 2011-12 and revised current fiscal year's budget, which provided each councillor with Rs 1.55 crore for development work, the agency is yet to start booking orders.

MCD officials were sceptical about the process finishing before the financial year ends. "They have asked the councillors to prepare their estimates. But tendering process takes a lot of time. And it has to be complete within this financial year, else funds will lapse," said a senior MCD official.
Although the process of booking work orders from councillors was to start from February 15, there were administrative delays.
"The order was issued on February 18 and from Tuesday, engineering department will start processing the work orders," said Yogender Chandolia, chairman of MCD's standing committee.
However, MCD officials said that booking orders worth R1.55 crore for each ward in less than a month was next to impossible. The process usually takes close to three months.
