"There is no question of President's rule in Andhra Pradesh," home minister Sushil Kumar Shinde told reporters here when asked whether there is any move to impose central rule in the state as protests against the decision to create Telangana continued.

Shinde said the home ministry was preparing a note to be presented before the union Cabinet for the creation of separate Telangana and it will be brought soon.

"The Congress Working Committee had taken a decision on Telangana and asked the government to prepare a resolution. One process has been completed. Now, it has come to the government and the second stage has started. It will come soon," he said.

On Tuesday too, home minister Sushil Kumar Shinde had said that a note for initiating the process of carving out Telangana would be presented before the Union Cabinet in the next 20 days.

Asked whether there is any plan to turn Hyderabad into a Union Territory, Shinde said there were two-three options before the government but no decision has been taken on it.

He, however, refused to specify whether making Hyderabad a Union Territory is one of the options.

"We cannot say at this stage. All issues have to be taken care of," he said.

The home minister replied in the negative when asked whether Andhra Pradesh chief minister N Kiran Kumar Reddy had offered to resign from his post.
