Now, the government is trying to strike a chord with hardcore Maoists forced to undergo sterilisation.

The government has decided to offer vasectomy reversal procedures at its expense for all Maoist cadres who surrender or are arrested by security forces.

The home ministry has asked state governments to make the surgery part of surrender and rehabilitation package for Maoist cadres forced to undergo vasectomy by the Maoists.

"No rehabilitation is complete if the Maoist cadres cannot return to normal family life and have children," the home ministry advisory to 9-naxal affected states said.

Maoists force their armed cadres - members of its military companies, platoons and dalams - to undergo sterilisation procedures before allowing them to marry. The naxal leadership in Andhra Pradesh first created this rule to discourage cadres from stepping out of the Maoist fold. The practice has since caught on in other states as well.

Seven of them have surrendered in Chhattisgarh's Kanker district this year on account of the forced sterilisation.

"This may motivate them to leave the Maoist fold, join the mainstream and start a normal family life," the note said.
