The Delhi High Court on Thursday said there was an urgent need for stricter police patrolling in all areas in the Capital by increasing the number of police control room vans in view of the rise in crimes against women.
Additional Solicitor General Rajeeve Mehra, appearing for the Home Ministry, told the court that at present there were 500 PCR vans with the Delhi Police and soon 370 more will be added to the fleet. "It is noted that a PCR van moves only when they are called by some distressed person. Otherwise they remain at the base stations. Let there be regular patrolling of all areas. Their overall functioning and command need to be streamlined," a bench headed by chief justice D Murugesan said.
The court said sensitszing the police force was the only way to improve policing in the Capital, curb crime and improve the quality of investigation.
The court took serious note of the allegation that some police personnel offered the parents of the five-year-old gang rape victim of East Delhi Rs 2000 to hush up the matter.
"This is the height of insensitivity. Take a module on the lines of the judicial academy for judges for the sensitisation of police officers. Give them intensive training on how to handle heinous crimes, particularly the issue of rape. One officer must get continuous training at least twice a year on various crimes," the court said after lawyer Meera Bhatia, the amicus curiae (lawyer assisting the court) in the case mentioned it.
