Democratic Presidential candidate Barack Obama has pledged that after getting the United States Congress to ratify the Comprehensive Nuclear Test Ban Treaty, he will “encourage” India and Pakistan to sign on to the Treaty.

“First, I will expand the Proliferation Security Initiative (PSI) from its current focus on stopping illicit nuclear shipments to eradicating nuclear black market networks, like the remnants of the Abdul Qadeer Khan organisation,” Obama said in an interview to Arms Control Today.
Second, the best way to reduce nuclear risks in South Asia was to reduce incentives to test and deploy new nuclear weapons. Third, to secure all dangerous weapons and materials against terrorist threats worldwide, including in South Asia. Fourth, I will encourage India and Pakistan to collaborate with IAEA experts to maximise security at nuclear power plants and related facilities,” Obama stated.
