Admin sets up 20 teams to promote water harvesting

The city administration on Monday ordered setting up of 20 teams of officers to grant permission for installing rainwater harvesting systems (RWH) and to ensure these structure were functioning satisfactorily.

The city administration on Monday ordered setting up of 20 teams of officers to grant permission for installing rainwater harvesting systems (RWH) and to ensure these structure were functioning satisfactorily.

In Gurgaon, it is mandatory for all houses with more than 100 square metres of covered area to have a rainwater harvesting system in place. In a report published on July 18, Hindustan Times had highlighted how the Central Ground Water Authority (CGWA) had rapped the Gurgaon administration for not installing rainwater harvesting systems.

In its order issued on Monday, district magistrate PC Meena said that supervisory officers will be held responsible for any lapse, discrepancy or violation of the guidelines
The Haryana Urban Development Authority's (Huda) superintending engineer and Municipal Corporation Gurgaon’s top official have been appointed in-charge for compliance of these orders in their respective areas under jurisdiction.

The DGM of Gurgaon and Manesar are overall in-charge for the industrial areas of Haryana State Industrial and Infrastructural Development Corporation (HSIIDC).
Similarly, the executive engineer of the development and panchayati raj department has been appointed as the overall in-charge for all villages in Gurgaon, Sohna, Farukhnagar and Pataudi blocks.

The joint director of District Industries Centre (DIC) is the overall in-charge for industrial areas in Gurgaon apart from those developed by HSIIDC.

The senior town planner (STP) of the town and country planning (Gurgaon) is the overall in-charge for areas developed by various colonisers in Huda sectors 1-57.
Each team will consist of three members headed by the concerned overall in-charge.

The teams will grant permission within 10 days after receiving the application.

The teams will also have to ensure that the systems are exclusively used for only recharging of groundwater aquifers and not for extracting groundwater.

The applicant will have to give an undertaking along with the application with the complete address of the registered owner of boring machine or agency before starting the process.

The applicant will also have to clearly specify in the undertaking that he will comply with the directions of CGWA (New Delhi) and the Supreme Court.

The teams will also advise the applicants about intimating the concerned officer after completion of the said work for spot verification of the structure.

The boring of injection tubewell for rainwater harvesting structure should be carried out by manual machine only.
