Gurgaon: Agreement signed for reviving defunct Bandhwari waste plant

The project is aimed at reviving Gurgaon and Faridabad’s only waste management plant at Bandhwari village, which has been lying defunct since June 2013.

A concession agreement was inked on Monday between Haryana Urban Local Bodies, Municipal Corporation of Gurugram (MCG), Municipal Corporation of Faridabad (MCF) and the Ecogreen Energy Pvt Limited for the development of Haryana’s first Integrated Solid Waste Management Project. The pact was signed in the presence of Chief minister Manohar Lal Khattar at the Tau Devi Lal Stadium.

The project is aimed at reviving Gurgaon and Faridabad’s only waste management plant at Bandhwari village, which has been lying defunct since June 2013.

According to officials privy to the agreement, a waste-to-energy plant will be set up at the site to process 1,400 tonnes of garbage produced daily by the two cities. The plant will be able to generate over 10 MW of electricity from processed waste.

The plant will also pave way for the establishment of a modern compost processing unit and a refuse derived fuel (RDF) unit. The latter will be equipped to produce bio-gas.

“We urge Gurgaon and Faridabad residents to support us in this endeavour, as it is important for the implementation of this ambitious project aimed at cleaning the environment,” Khattar said.

To obtain suggestions and feedback of residents, residents’ welfare associations (RWAs), local NGOs and sanitation officials, ‘a process of engagement’ will start from Tuesday that is expected to be completed within a month.

MCG officials said that based on the feedback, they will start door-to-door collection of waste from December.

According to MCG officials, the estimated cost of the project is in excess of ₹430 crore. Of this, ₹75 crore will be allocated under the Centre’s Swachh Bharat Mission for setting up the waste-to-energy plant.

MCG officials added that the concessionaire will develop the project and overlook its operations in compliance with the Municipal Solid Waste Management Rules, 2016 and directions of the National Green Tribunal (NGT).

The concessionaire will be also responsible for setting up a complaint redressal system regarding waste management and use e-rickshaws for waste collection. It will also be responsible for showcasing the entire collection and transportation of waste online for public preview to ensure transparency.
