Haryana Cabinet decisions: Tourism declared an industry
The Haryana Cabinet, which met under the chairmanship of chief minister Manohar Lal Khattar here on Tuesday, decided to declare mega tourism projects as an industry for the land use purpose.

An official spokesperson said the components which have been classified as land use under industry included all tourism projects and activities with the exception of activities like hotels, tourist resorts, eat streets or outdoor dining areas or promenades food courts or restaurants and commercial components within recreational or commercial activities. These provisions would be applicable to mega projects only involving investment of `100 crore or above or employing more than 500 persons. These would be applicable with prospective effect to all new as well as expansion projects involving an investment of Rs 50 crore.
The cabinet also approved a 13.33 percent hike in the fares of ordinary buses in the state.
An official release said fares of air-conditioned (AC) buses, including Volvos, have also been hiked in view of the increase in operational cost. The fares were last revised in 2012-13.
The passengers will now have to cough up 10 paise extra per km for the ordinary bus, about 17 paise per km for intra-state AC buses and about 13 paise for inter-state AC buses including Volvos.
For example, the fare for ordinary bus up to Delhi has been hiked by about Rs 20 and for Volvo about Rs 30.
While the ordinary bus fare would increase from 75 to 85 paise per km (this includes 25% passenger tax), this would still be lower than the chargeable fare in Punjab, Himachal, Rajasthan and Uttarakhand, the release said.
For intra-state luxury AC buses, the fare would be 75% additional of the basic fare that is 148.75 paise per km. For luxury AC buses, the fare would be 150% additional of the basic fare, subject to maximum of 200 paise per km on Chandigarh-Delhi-Gurgaon route.
Also, the minimum chargeable bus fare would now be Rs 5 even if the distance travelled would be only about a km. Freight for personal luggage would be half of the standard or ordinary bus fare per km per 40 kg.
The Haryana Roadways, which has a fleet of 4,208 buses operating from 23 depots and 13 sub-depots, run an average of 12.57 lakh kilometers daily and carry an average of 12.48 lakh passengers per day.

Kalpana Chawla University
The cabinet approved in-principle setting up the Kalpana Chawla University of Health Sciences at village Kutail in district Karnal. The university would have nursing and paramedical courses, under-graduate, post-graduate, post-doctoral courses, specialists and super specialists in the medical field.
A 300 bedded super-specialty hospital would also be attached with the university. A sum of Rs 100 crore has been earmarked to establish the university in the current financial year.
Enterprises promotion rules
The cabinet also approved the draft of the Haryana Enterprises Promotion Rules, 2016 to achieve the objectives and provisions contained in the Haryana Enterprises Promotion Act,2016. An official spokesperson said that with a view to implementing the concept of ease of doing business, the state government has introduced the concept of single-window service under one roof with online approvals through e-biz portal with provision of deemed clearances and the Right to Service. The Haryana Enterprise Promotion Board (HEPB) is to be constituted under the chairmanship of chief minister for overseeing time-bound clearances, sanctioning special packages for mega projects and approving policy initiatives.
E-stamps
The cabinet approved the proposal of the revenue and disaster management department to amend the Court Fee Act to introduce e-stamps. This is to facilitate implementation of e-court fee for the benefit of the citizens.
The official release said that for the ease of doing business, it was felt essential to amend Section 26(2) of Court Fee Act, 1870 in its application to Haryana. This would facilitate the citizens by providing online payment mechanism for court fee round-the-clock to save their time and obviate difficulties of shortage of regular stamps.
It would also prevent re-use of stamps, loss of stamps and sale of counterfeit stamps and provide an environment for ease of doing business. The e-stamps would be purchased through an online mechanism which would enable litigants, lawyers and various stakeholders to purchase e-stamps on anywhere or anytime basis.
Job to martyr’s kin
The state government decided to give employment to the brother of martyr Ravinder Kumar, a resident of Rohtak, who had lost his life while discharging his duty in Jammu and Kashmir on July 10, 2012.
Rules for boilers amended
The cabinet also approved the Punjab Boilers (Haryana Amendment) Rules, 2016 and Punjab Economiser (Haryana Amendment) Rules, 2016 to provide transactional ease to the industrialists who have installed boilers and economisers.
The amended rules provide the facility of third-party verification or certification of boilers and economisers by certified boiler operation engineers or third party inspection agency. Similarly, for manufacturing of boilers and boiler components, the facility of third party inspection would be allowed.
HSIIDC chief coordinater
The cabinet approved the proposal to fill the post of chief coordinator in the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).
141 AE posts to be filled through GATE
The cabinet decided to take out 133 posts of assistant engineers (electrical) and eight posts of assistant engineers (civil) in all four state power utilities from the purview of Haryana Public Service Commission (HPSC) and fill these posts on the basis of score obtained in the all-India examination – Graduate Aptitude Test in Engineering (GATE) only and without conducting any interview. The four power utilities included Uttar Haryana Bijli Vitran Nigam, Dakshin Haryana Bijli Vitran Nigam Limited, Haryana Vidyut Prasaran Nigam Limited and Haryana Power Generation Corporation Limited.
The cabinet also approved the proposal to amend the Haryana State Election commissioner condition of service rules, 1994 so as to provide reappointment opportunity to the state election commissioner on expiry of term.
While recognising the significance of ‘Mitti Kala’ (clay art) and the need for its revival, the cabinet approved the proposal of the industries and commerce department to reconstitute Mitti Kala Board and amend the original notification dated December 8, 2010.
It also approved the proposal of the development and panchayats department to reframe service rules of group ‘B’ officers of the department.
